Internal Controls /OMB A-123 Assessments and Reviews

We offer valuable insights in addressing the implementation of revised OMB Circular A-123 through our integrated approach to A-123 assessments and reviews. The revised OMB Circular A-123 requires an integrated approach to enhance efficiency in complying with multiple federal regulations. Our approach aligns OMB Circular A-123 compliance with enterprise risk management (ERM), thus focusing agency effort and resources on significant agency program risks. The goal is to help the agency identify critical risks to its core mission and objectives and devise and implement effective responses to identified risks. Through our integrated approach, the agency will enhance compliance with federal laws and regulations, achieve higher accountability over resources, better program performance, and minimize fraud, waste, and abuse of agency resources.

Service Contract Labor Standards (SCLS):

The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102, and 29 CRF 541.300), this contract still maintains the provisions and protections for CSLS eligible labor categories. If and/or when the Contractor adds SCLS labor categories/employees to the contract through the modification process, the Contractor must inform the Contracting Officer and establish an SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles, and the applicable WD number. Failure to do so may result in the cancellation of the contract.

Labor Category: Financial Audit Manager

Minimum/General Experience: Minimum eight (8) years of experience

Functional Responsibility:
Financial Audit Managers, assisted by Auditors, are responsible for daily management of the engagement including, overall planning, developing audit programs, preparing status reports, and providing technical assistance on complex accounting and auditing issues, client contacts, discussing audit findings with client/auditee personnel, drafting and reviewing audit reports, supervision of auditors, and periodic formal and informal status briefings to clients. The role is also responsible for supervising auditors assigned to the engagement.

Minimum Education: Bachelor's Degree in business or accounting and CPA license

Labor Category: Financial Auditor

Minimum/General Experience: Minimum two (2) years of experience

Functional Responsibility:
Financial Auditors work under the supervision of the Audit Manager. This role is responsible for executing audit procedures, assisting in drafting reports and findings, addressing accounting and auditing issues, writing planning memorandums, and developing audit sampling plans.
